This bill deals with Government changes to rules relating to planning and development of infrastructure. It impacts lots of areas and is significant for many reasons. But a new opportunity has emerged: Senator Alice Mary Higgins has put forward important amendments to the Bill to reject Liquefied Natural Gas (LNG) and to make sure planning permission is not allowed for a polluting LNG terminal. We want you to call on Minister O’Brien to consider and accept these amendments. The fossil fuel industry wants to wield its grip on policy-making and increase the demand and use of gas through LNG. I believe that an LNG import facility, if allowed, would delay moving away from gas, which is crucial for preventing climate chaos. I was pleased that planning permission for the Shannon LNG development was rejected thanks to the Government's 2021 Policy Statement on the Importation of Fracked Gas. This Policy Statement introduced a moratorium on LNG until the Government’s ongoing review of energy security is complete. The Government’s Energy Security Package also noted in 2023 that the best way to support energy security and climate commitments is to support a renewables-led, not fossil fuel-led, energy system and prioritise reductions in gas demand. But the risk of a major polluting LNG terminal remains. Government must not lose sight of the possible impacts of such a terminal, not only to the climate and our environment, but also the vulnerability to accident or attack and the resulting public safety risks, as well as overdependence on expensive gas. I’m aware that the Government has put forward several changes to planning in the Planning and Development Bill that’s now before the Seanad. This Bill also represents an opportunity to reject LNG for good. I am therefore asking that you consider and support amendments put forward by Senator Alice Mary Higgins.These amendments (numbers 76, 207, 209, 210, 309, 591, 657 to 663) are significant as they would prevent planning permission from being given to dirty polluting LNG. LNG is one of the very worst fossil fuels. Indeed it has been described as the “liquid path to climate chaos”. And more gas is not the same as more security - it is the opposite: locking us into dependence on dirty dangerous gas at the very time we should be planning for a fossil free future. The amendments put forward by Senator Higgins constitute an opportunity to prevent and prohibit gas imports through LNG. I am therefore asking you to consider and accept the Senator’s proposed amendments. I do hope you will take urgent action on this issue and I look forward to hearing back from you.
